This session will cover an overview of the TNE workplan and its main four workstreams: - TNE data – regional, national and global - Global TNE policies - Technology barriers and TNE service development - Tools, toolkits and resources. Participants will be asked for their input in these areas.

NRENs around the world have varying policies for connecting their member institutes. Usually this is no problem for national focused organizations. In the case of transnational education, where e.g. a university in one country runs a branch or remote campus in another campus those different policies can lead to difficulties. In this part of the session we will present some situations and will ask the participants to share their views and ideas.

Updates on the technology challenges, issues and solutions. The challenges, including generic and country-specific, will be categorized by connectivity, interoperability, operational, regulatory, and communication tools and case studies.

An update on the work TNE SIG Workstream1 is doing to collect and categorize TNE data for NREN purposes. This topic will cover the SIG’s current assessment of available data sources, a list of top 10 sending and receiving countries for TNE, and future efforts planned to maximize the use of available data for the benefit of NRENs.

-          Xiamen University (China) have a campus in Kuala Lumpur

-          SIG-TNE need to develop a common/standard survey for NRENs to send to communities to capture information – what questions need to be asked of who – Governments? Communities? Action: SIG-TNE

-          SIG-TNE need to develop a list of where NRENs can get national data from in country. This may be Government Ministries of Education/HE, Ministries of Communications (are there other examples, such as sector bodies e.g. Association of African Universities, Universities UK International). NRENs can facilitate such contacts and build relationships bilaterally which is beneficial in broader ways. Many may not do this currently

-          Markus is able to get APAN contacts from APAN NRENs to collect data/start the conversation. Markus also suggested engaging the Board. Action: EW and Markus

-          Gulf countries have far more women studying  - does TNE contribute to gender equality? (UAE and Qatar specifically, no data on Saudi)

-          Malaysia has three Australian and one Chinese University – increasing by 20,000 TNE students since 2016. MYREN has helped in obtaining this data

-          Contextual data should be added into slide set speaking notes, in particular the ‘Data’ slides, to record how accurate the quality of the data is. Action: SIG-TNE, JC, UC

-          Is there data on the ‘openness’ of countries to engage in TNE. The British Council ‘Global Gauge’ contains data on openness, QA and accessibility of 38 countries to engage in international higher education, and in 2017 splits this into TNE, International student mobility and international research. -          GNA is relevant, establishing international network capacity, building architecture and how to collaborate, but quality is an issue. Also not connected to the SURF network.

-          Netherlands have some TNE. CARIBnet not an option for TNE in Dutch overseas territories (not established?) so need to look to French, UK and US networks. Stenden in Qatar and South Africa. Aberdeen (UK) also establishing in Qatar which could be explored jointly. Groningen decided not to go ahead with Yantai campus in China, although getting to that decision cost a lot of money

-          MYREN services also include negotiation of the local loop, and services on top of the network, e.g. eduroam

-          Need a global oriented policy or awareness

-          All will be documented in a white paper by the end of 2018

-          CERNET have a VIP service

-          Peter gave an overview of the GÉANT project ‘UP2U’ which focussed on next generation learning environments, Moodle and LMS. Further information will be discussed at TNC
